Torres’ is the author of two definitive guides: Enterprise Engineering – Transformation Right the First Time” and “Transformation – Getting it Right the First Time. These definitive ISO 9000 compliant guides define the full life cycle approach to implementing complex government and private sector programs. The methodology defined in these books was used to implement Torres’ highly acclaimed language and specialized training programs for the U.S. Department of State, the U.S. Department of Justice, the U.S. Department of Defense, the Federal Emergency Management Agency (FEMA), among others. It was also the methodological basis for the delivery of the largest ever Oracle Human Resources Management System to the U.S. Department of Defense under Operation Iraqi Freedom in 2008. This delivery took 18 months and cost $14.8 million while the previous largest program by the U.S. Air Force took over five years and cost approximately $165 million.

This authoritative text describes in step-by-step fashion how to implement new and to improve existing U.S. government and defense programs from concept to delivery and sustainment. It is currently used as an approved textbook for Master’s and PhD programs at six U.S. universities.



Torres is also the Author and Publisher of Diplomatic and Military Terms linguist dictionaries in multiple languages including Arabic, Pashto, Dari, etc., and in their related dialects. Each of these dictionaries has over 6,000 diplomatic and military terms that have been authenticated by U.S. government language services organizations.
 
From 2006 through 2008 Torres distributed over 12,000 copies to U.S. military and diplomatic personnel that deployed to serve in Iraq, Afghanistan, Asia and Africa. These dictionaries are also course material in language training programs within the U.S. government.
